Russian composer born in Lipki Station, in the area of Volgograd, who works as a geologist and is based in Chulmin (Iakutia) in the republic of Azerbaijan.
Until 1973 Makletsov played chess in the first category and then as a candidate for Master; But from then on he began to like the endgame study.
Until 1986 his production was of 160 Studies, having obtained in contests the following prizes: 5 first, 3 seconds, 2 third and 2 quarters;

And 34 honorable mentions and 26 recommended mentions. In addition, he had achieved the title of Master of Sport in the specialty.
As a composer Makletsov emphasizes everything that contributes to give the study more beauty, in the first place the originality of the idea

and the economy of the material in the presentation of the work (which has given rise to numerous miniatures),

and as to the development, a dynamic game by both parties with good counterplay for the black ones.
